Welcome to the Instream Flow Council

The Instream Flow Council (IFC) is a non‐profit organization made up of state, provincial, and territorial fish and wildlife agencies working to improve the effectiveness of instream flow programs and activities for conserving fish and wildlife and related aquatic resources. The term “Instream flow” and related scope has evolved since the conception of the IFC and is synonymous with more recent terms that include ‘environmental’ and ‘ecological’ flow. Our use of the term also includes water flows and levels and their associated regimes in both rivers and other water bodies and the ecological functions they support.

The mission of the IFC is to improve the effectiveness of state and provincial instream flow programs and activities in protecting, maintaining and restoring aquatic ecosystems.

The vision of the IFC is that each water body in Canada and the United States has flow and water regimes that sustain ecological integrity.

The work of the IFC is grounded in our public trust responsibility to conserve the integrity of natural aquatic ecosystems, not just for intrinsic reasons, but for the societal values these ecosystems provide.
