Ken Slattery: Making a Difference Award

For determination and persistence in setting instream flows and for initiating action in the State of Washington resulting in the early 1990s U.S. Supreme Court decision that allowed states to use Section 401 Water Quality Certification under the federal Clean Water Act to set instream flows as mandatory conditions on Federal Energy Regulatory Commission regulated hydroelectric projects.
